Answer: Rather than London, Glasgow, Budapest, Dundee, Belgrade, Milan, Bucharest, Madrid etc etc: the three are Milan, Madrid and DUNDEE.
I think this gives a true list of the elite and the city of Dundee is part of a much smaller elite. I took the facts from the European Cup rather than the Champions League as the former was a competition for the Champions of the domestic leagues -- the Champions League is no such competition. Likewise, the Inter-cities Fairs Cup was a competition based upon one team per city in the competition. The old UEFA Cup - before the league nonsense and the second rate nature of failing teams from the Champions League entered that 'now' devalued competition -- was indeed a quality competition.
Firstly, a champion of a domestic competition entered the European Cup as a Champion and therefore a team that reaches the semi-final are with other champions -- Real Madrid, Athletico Madrid, Inter Milan and AC Milan clearly recognised throughout Europe as true Champions. Dundee and Dundee United were also quality Champions. They both deserved to be part of that elite.
Secondly, in the 'good-old-days' teams that would have been runner's up to the team in the European Cup would play in the Uefa Cup/Inter Cities Fairs Cup and be most likely a quality side in some regard. They would be a consistent team or an up-and-coming team and just short of Champion material. Therefore teams reaching the semi-final of this European competition would be facing teams of 'equal' or similar quality to themselves. This elite includes the cities of Milan, Madrid and DUNDEE.
So, my question - "Can you name the three cities that have had two teams reaching both the semi-final of the European Cup AND Uefa Cup/Inter Cities Fairs Cup....?", requires cities and teams with two distinct qualities -- to be a Champion of a domestic league and the ability when not champions to complete at the next highest level in Europe and reach the semi-finals of EACH competition. Real Madrid, Athletico Madrid, Inter Milan, AC Milan, Dundee and Dundee United have done just that - by 1987!
